High-Level Steering Committee on Safety and Security, Videoconference, 25 November
This meeting of the Steering Committee on 25 November was convened to follow up on the decisions on safety and security made by the Chief Executives Board (CEB), which had met on 24 October. The CEB decisions to continue to further develop a comprehensive plan for a system-wide security management system were presented to the Steering Committee. It was also mentioned that the Secretary-General invited the executive heads of the UN funds and programmes to establish a working group with the specific remit to devise a plan to address the UN Estate issue.
The plan would have two components:
  • Threat mitigation for the most vulnerable locations
  • Guidelines on future UN Estate policy to ensure that security concerns were mainstreamed into UN decisions about its buildings.

The working group would make recommendations and would present a draft proposal on Estate policy to the CEB at its 2009 spring session.

The desirability of having two separate groups was discussed by the High-Level Steering Committee on Safety and Security and it was decided to establish a new Operational Working Group to carry out the necessary work to develop the comprehensive plan under its guidance, incorporating the tasks necessary to also address the UN Estate issue.  The terms of reference of the Operational Working Group were discussed at the meeting of the High-Level Steering Committee on 10 December 2008.
