In preparation for this ICSC working group, FICSA held several meetings of its Permanent Technical Committee (PTC) in Turin, Rome and Geneva, considered technical issues tabled for discussions and developed position papers. FICSA also participated in the ICSC preparatory meeting in The Hague. With a view to including staff federations in a broader consultative mechanism, FICSA invited CCISUA and UNISERV to its PTC meeting in Geneva, however only CCISUA participated.
The ICSC working group held in New York included open and frank discussions among ICSC members, the HR Network (administrations) and the staff representative bodies. Items proposed for discussion focused on the outsourcing of data collection, purchase of outside data, public sector data collected by ICSC and private sector data collected by an external vendor. The staff bodies firmly opposed the outsourcing of data collection. FICSA and CCISUA proposed a new categorization approach for non-headquarters duty stations, which was received positively by the working group. The need for continued coordination among staff representatives and continued advocacy at the level of individual organizations was reaffirmed by staff representatives. The definition of a work plan for the working group in preparation for its next meeting in February 2009 was agreed on, however, to date the venue and exact dates remain undecided. |
