100th Session of the International Civil Service Commission (ICSC)
The 100th Session of the Commission took place in Bern, Switzerland, hosted by the FICSA Member, Universal Postal Union (UPU). The agenda included:
- Monitoring of the implementation of decisions and recommendations of the
International Civil Service Commission and the General Assembly - Salary survey methodologies: progress report on the implementation of the
pilot project - Survey of best prevailing conditions of employment in Montreal
- Survey of best prevailing conditions of employment in Paris
- Identification of the highest-paid national civil service (Noblemaire study): Reference check with
international organizations - Report of Working Group 2: family/dependency-related elements, including the education grant
- Consistency in the determination of step in grade
- Report of Working Group 3: allowances and benefits relating to service in the field
- Consultations regarding the agenda of ACPAQ’s forty-seventh session
- Assessment and review of the implementation of the parental leave framework
- Report on non-financial incentives
- Non-family service allowance: review of level
- Base/floor salary scale including the review of staff assessment rates for grossing up purposes
- Evolution of the United Nations/United States net remuneration margin
- Report of the Task Force on the review of the parameters regulating the Personal Transitional Allowance (PTA) under the current model
