FICSA Standing Committee on Programme, Budget, Administrative and Strategy has the following Terms of Reference (TOR): 

Establishment and Composition

  • The Programme, Budget, Administration and Strategy Standing Committee (PBAS SC) is established as a Standing (Permanent) Committee of the FICSA Council.
  • The PBAS SC shall elect a Chair, a Vice-Chair and a Rapporteur during the session of the Council.
  • The PBAS SC shall confirm its Core Group membership during the Council session.
  • As a Standing Committee, the PBAS SC and its elected officers shall remain constituted and are expected to remain active throughout the year.
  • Membership of the PBAS SC shall be restricted to Heads of Delegations or a duly authorized representative designated by the Head of Delegation.

Voting Rights

  • In accordance with the FICSA Statutes, only Full Members shall have the right to vote on matters related to the finances of the Federation.

Mandate and Functions

  • The PBAS SC shall facilitate the consideration by the FICSA Council of programme, administrative and budgetary matters.
  • In carrying out its mandate, the PBAS SC shall, inter alia:
    • consider and report to the Council on the External Auditors’ reports on the accounts of the Federation for the preceding year(s);
    • examine the draft budget submitted by the FICSA Executive Committee; discuss and finalize the proposed budget for the upcoming year; and submit the draft budget, including the proposed scale of contributions, to the Council for approval;
    • examine and report to the Council on the Treasurer’s Report on the financial performance of the Federation for the preceding year;
    • examine the status and adequacy of the Funds and Reserves of the Federation and report thereon to the Council;
    • examine the status of dues collection, as presented by the Treasurer and the Secretariat, and report thereon to the Council;
    • advise the Council on administrative and budgetary matters referred to it;
    • discuss the strategic direction of FICSA

Strategic Considerations

  • The PBAS SC shall provide a forum for Heads of Delegations and the elected Executive Committee to deliberate on FICSA’s short-term, medium-term, and long-term strategic direction, including related tactical and policy considerations.
  • The PBAS SC shall consider the financial implications of proposed strategic directions for the programme budget and shall submit concrete recommendations to the Council, as appropriate.

Working Arrangements

  • The PBAS SC may establish working groups on specific issues, as required.
  • Any such working groups shall report to the Council through the PBAS SC.
