The FICSA Council elects Members of the Executive Committee and Regional Representatives, and FICSA maintains a permanent Secretariat. The Executive Committee are responsible for implementing the Federation's policies and representing the Federation, and draws up the annual programme of work, based on the decisions and recommendations adopted by Council.

FICSA Council also elects Chairs and Vice-Chairs for Standing Committees that specialize in General Service Questions, Professional Salaries and Allowances, Conditions of Service in the Field, Social Security/Occupational Health and Safety, Staff-Management Relations, Human Resources Management and Legal Questions.

    Tanya Quinn-Maguire was elected FICSA President in January 2020. A UNAIDS staff member, she has been part of the FICSA family for over 12 years, actively participating in Standing Committees at FICSA Council including HRM, GS, SMR and SOCSEC/OHS. Most recently, she served as the co-Chair of the Standing Committee on Social Security and Occupational Health and Safety (SOCSEC / OHS) for five years. Through that role Tanya was the FICSA focal-point on the UN Working Group on After-Service Health Insurance (ASHI) and has actively championed issues related to staff mental health and wellbeing in particular. She was nominated as the FICSA focal point for the UN System Strategy on Mental Health and Wellbeing and continues in this role as the FICSA representative on the MHS Implementation Board. As a staff member with UNAIDS, Tanya worked as the secretariat for the UNAIDS Secretariat Staff Association for 12 years. She is a passionate supporter of staff rights and is proud to be an international civil servant for the United Nations. She has almost twenty-five years’ experience in the UN system and is a mother to two daughters.

    Cosimo, or Mino as he is known by the staff of the UN Common System, has a strong background in international logistics and the startup and winding down of Peacekeeping Missions. 

    He is a HR Professional with specialization in international recruitment and in vetting international recruitment processes. He has extensive experience in organizational review and restructuring processes.

    He had over twenty years of staff representation experience, in various function as the President of the UNGSS Brindisi Staff Union, as well as having served as the European Representative for the Federation of International Civil Servants Associations and Coordinator for the Federation of National Staff Association.

    Prior to being elected as the General Secretary of FICSA, Mino was the Chair of the Field Standing Committee in FICSA.

    Irwan Shahrezza is an information management specialist and holds a master’s and bachelor's degree in business administration from AAGBS UiTM and UUM. Before championing the cause of international civil servants worldwide as the Information Officer in FICSA, Irwan was the Manager of World Health Organization(WHO)'s Global Service Desk based in Malaysia, providing client services to over 150 WHO offices. He held the positions of Treasurer and Compensation Officer in FICSA between 2015 to 2018. Irwan has over 20 years of experience in the field of IT, including 12 years in WHO and past experience working in diverse teams in Microsoft Asia Pacific and Telekom Malaysia. He is professionally certified in project management, IT service management, service desk management as well as Windows enterprise support.     Line Kaspersen was elected as one of two members on Compensation Issues during the virtual FICSA Council of February 2021. She has been an active member of the Association of Professionals in FAO, the organization which she represents, for about three years, and been active in the Standing Committee on Field Issues for one year, after she was elected a vice chair for the committee during the first FICSA council she participated in, in London, February 2020. In particular, she has championed issues related to field duty stations as well as those of the conditions of service for all categories of UN staff, including professional, general service, national and consultants. She is an economist by training and specialized in the agricultural field and in areas of public sector strengthening. She is honored to have been part of the UN civil servants corps for 10 years, first in IFAD and then in FAO; and looks forward to taking on this important task of service to the FICSA member associations. She is currently based in Kampala, Uganda; is married and has two young children.

    Mrs Véronique ALLAIN is Senior Team Assistant within the UN ENVIRONMENT out-posted office, the Secretariat of the Convention on Biological Diversity (SCBD), in Montréal, Canada.  She has been working at the SCBD since 1999, with previous experience in other international organizations, i.e. the World Bank in Washington D.C., UNIDO and the French Delegation to the Conference on Security and Cooperation in Europe (CSCE, now the OSCE) in Vienna, Austria.  Véronique has been a member of the Executive Committee of the SCBD Staff Association since 2000, in various capacities (President, Vice-President, Secretary, Information Officer). She has been designated as the FICSA Focal Point within the SCBD SA since joining FICSA in 2002.

    Véronique has been closely involved with the Federation since 2007 in various roles, such as Regional Representative for the Americas, Member without Portfolio and Member for Field and Regional Issues.  Véronique holds a Bachelor’s degree in English literature, with a certificate in translation (from English or German or Spanish into French) from the Université Catholique de l’Ouest, in France.  Being a passionate linguist, Véronique is fluent in four languages and has developed a great interest for field-related matters at the FICSA level, in particular advocating for staff members working for the UN, but away from the Headquarters, the so-called H duty stations.

    Her versatile personality and experience help her blend very well in an international work-setting where she enjoys the company of colleagues coming from all parts of the World.

    Tracy Tollmann was elected as the FICSA member without a portfolio in February 2021 at the 74th FICSA Council.

    A UNFCCC staff member for 22 years, she has worked at both the G and P levels, with eight years in administration and logistics, and the remainder in process management, coordinating and collaborating with multiple stakeholders to deliver major climate change events and liaising with High-level participants. Tracy has served two terms on the Staff Associations Executive Committee in this time, where she has negotiated for improved staff working conditions, overtime pay for G-staff on mission, G to P career development, spousal employment and, more recently, representing staff interests during a two-year secretariat-wide restructuring. She experienced her first FICSA Council in London last year, where she took on the Rapporteur role for the standing Committee on Staff/Management Relations (SMR) and then graduated to the Vice-Chair of this SC just before the 74th Council started in November of last year.

    Tracy is a trained Registered Nurse and a real people person. She values fairness and respect for others above all, and this is what brought her to champion staff members interests and rights. As the Chair of her local community theatre, Director, Actress and public-speaker, she is comfortable speaking up on the behalf of those who are unable or unwilling to do so, and to give them a voice.

    Alberto Fernández is an international civil servant with broad experience in project management, and conference services administration. He was been involved since 2016 in staff representation activities acting as the Vice-Chairperson and Secretary of the OPCW Staff Association covering more than 400 staff. In these functions, among other things, he actively participated in the Local Salary Survey Committee in The Hague in 2016 and monitored together with other local associations based in The Hague the issuance of survey results, he is currently also a member of the Working Group on Headquarters Agreement to review social security provisions with the host country.  Since 2012, he has been working for the Organisation for the Prohibition of Chemical Weapons in a variety of functions at the General Service level and since 2017 as a Project Assistant within the Implementation Support Branch in the International Cooperation and Assistance Division. He obtained an MSc in Public Administration from the University of Leiden and also has a BSc in International Relations from the Central University of Venezuela. Alberto speaks fluent Spanish, English, and Dutch, and has a good command of French.

    Paola Franceschelli - In 2018 I joined the FAO Union for General Service Staff (UGSS) at a difficult time for our organization and was elected as Executive Secretary. In this role, I have supported GS colleagues in various initiatives and Staff-Management meetings. Being closer to the Union’s work made me more knowledgeable and passionate about it. Participating in the FICSA Councils has provided new motivation, given the global dimension of the work that I am so interested in.

    Last February I was elected Co-Chair of the Standing Committee on Social Security. I am most interested in all matters discussed there, in particular the UN Global Mental Health Strategy and its implementation across the UN system. I joined FAO in 2004 after having worked in the financial markets for 8 years, in Rome and Paris, as money broker. I have travelled extensively, learned several languages and have been involved in political movements and NGOs.

    Since my interest in different cultures and people is predominant, I have attended a 3-year course in Counselling, which pulled together several subjects I love: anthropology, psychology, history, dance and the Arts. At the end of the course I practiced my counselling skills as a volunteer for different NGOs supporting human rights. I have spent 16 years in FAO working in the same environment related to genetic resources, first in the Secretariat of the Commission on Genetic Resources and then in the Secretariat of the International Treaty on Plant Genetic Resources for Food and Agriculture. I still enjoy these matters thoroughly because of the policy dimension that characterizes the Governing Bodies of both the International Treaty and the Commission.

    Eugenia has a simultaneous interpreter and political sciences background. She has worked for the Italian Ministry of Foreign Affairs for 15 years, as a special assistant to the Ambassador to the International Organizations gathering a vast experience of the international civil servant environment.

    She then joined the Division for Latin American and the Caribbean at the Department of Technical Cooperation of the IAEA (International Atomic Energy Agency), where she became Staff Representative and Departmental Officer of Staff Council.
