FICSA President Imed Zabaar (born 17 January 1969), who assumed office on 1 March 2026, is a staff member of the IAEA with 33 years of experience in a wide number of fields, including HR Policies and Procedures, appeals to ILOAT, ICSC GS Salary Survey Methodology, Post Adjustment Methodology, Occupational Health and Safety, Knowledge Management, Performance Management, and Programme and Budget.
Before his election as FICSA President, Mr Zabaar was the Administrative Officer of the Department of Nuclear Energy.
From 1 January 2014 to 31 December 2022, he served as President of the IAEA Staff Council. During that period, Mr Zabaar also served as a Member of the FICSA Executive Committee for Compensation Issues as well as the Regional Representative for Europe and chaired numerous Standing Committees including HRM, SMR, GSQ/PTC and the Strategic Development Committee.
He is currently a member of the United Nations Joint Staff Pension Board where he served as the Vice-Chair of the Governance Review Group and the Spokesperson of the Participants Group for eight consecutive years.
Mr Zabaar is also a FICSA resource person and conducted several workshops on GS Salary Survey Methodology.
He holds a degree of Master of Business and Administration from the Open University.

Oleksandr Martynenko has been with WHO since 2015, working at country and headquarters levels. In 2017-2019, Oleksandr served as a member of EURSA Staff Committee advocating for interests and career opportunities for locally recruited staff members. During 2019-2021 Oleksandr worked in Geneva where he participated in the work of HQ staff association. Since January 2022, Oleksandr leads WHO office in Pristina.
Oleksandr’s motivation to join the FICSA Executive Committee team is driven by the commitment to continue advocating for the improvement and safeguarding of staff working conditions, whereby all staff – regardless of their grade, position or duty station – enjoy respectful and safe working environment. Oleksandr is a firm believer that changes occur not from wanting them but from making them happen – and he is determined to work with fellow colleagues to make UN Common System a better place to be.
