The FICSA Council elects Members of the Executive Committee:

A President and a General Secretary

Executive Committee members (2 for compensation issues, 1 for field issues, 1 treasurer, 1 member without portfolio)

Regional Representatives for Africa, Asia, Europe and Americas.

These officers are responsible for implementing the Federation's policies and representing the Federation. The Executive Committee draws up the annual programme of work, based on the decisions and recommendations adopted by Council.

FICSA Council also elects Chairs and Vice-Chairs for Standing Committees that specialize in General Service Questions, Professional Salaries and Allowances, Conditions of Service in the Field, Social Security/Occupational Health and Safety, Staff-Management Relations, Human Resources Management and Legal Questions.

    Tanya Quinn-Maguire was elected FICSA President in January 2020. A UNAIDS staff member, she has been part of the FICSA family for over 12 years, actively participating in Standing Committees at FICSA Council including HRM, GS, SMR and SOCSEC/OHS. Most recently, she served as the co-Chair of the Standing Committee on Social Security and Occupational Health and Safety (SOCSEC / OHS) for five years. Through that role Tanya was the FICSA focal-point on the UN Working Group on After-Service Health Insurance (ASHI) and has actively championed issues related to staff mental health and wellbeing in particular. She was nominated as the FICSA focal point for the UN System Strategy on Mental Health and Wellbeing and continues in this role as the FICSA representative on the MHS Implementation Board. As a staff member with UNAIDS, Tanya worked as the secretariat for the UNAIDS Secretariat Staff Association for 12 years. She is a passionate supporter of staff rights and is proud to be an international civil servant for the United Nations. She has almost twenty-five years’ experience in the UN system and is a mother to two daughters.

    Dr Evelyn Kortum is a health and safety expert with a special training in occupational (work) psychology. She is currently seconded from the World Health Organization (WHO) and serving the Federation for International Civil Servant Association (FICSA) as its General Secretary as of April 2019.  She was previously acting as the President and Vice-President of the WHO headquarters staff association covering close to 3000 staff.  Since 1989, she has been working for the WHO and since 2000 as a Technical Officer in the WHO Occupational Health Programme, and in 2019/20 in the Chemical Safety Programme. Evelyn is a member of the International Commission on Occupational Health (ICOH), the American Psychological Association (APA) and the British Psychological Society (BPS).  She has a large variety of publications on the health of workers, psychosocial hazards, and networking.  She obtained a PhD in Applied Psychology from the University of Nottingham and also has a Master in Occupational Psychology from Birkbeck College, London. Evelyn speaks fluent German, English and French.

    Irwan Shahrezza is an information management specialist and holds a master’s and bachelor's degree in business administration from AAGBS UiTM and UUM. Before championing the cause of international civil servants worldwide as the Information Officer in FICSA, Irwan was the Manager of World Health Organization(WHO)'s Global Service Desk based in Malaysia, providing client services to over 150 WHO offices. He held the positions of Treasurer and Compensation Officer in FICSA between 2015 to 2018. Irwan has over 20 years of experience in the field of IT, including 12 years in WHO and past experience working in diverse teams in Microsoft Asia Pacific and Telekom Malaysia. He is professionally certified in project management, IT service management, service desk management as well as Windows enterprise support.     Elected Treasurer of FICSA since 2019. I am also the treasurer of WHO/EURO Staff Association from October 2012 through September 2015 when I became the fulltime EURSA assistant. I still maintain the finances and bank accounts for EURSA.

    Mrs Véronique ALLAIN is Senior Team Assistant within the UN ENVIRONMENT out-posted office, the Secretariat of the Convention on Biological Diversity (SCBD), in Montréal, Canada.  She has been working at the SCBD since 1999, with previous experience in other international organizations, i.e. the World Bank in Washington D.C., UNIDO and the French Delegation to the Conference on Security and Cooperation in Europe (CSCE, now the OSCE) in Vienna, Austria.  Véronique has been a member of the Executive Committee of the SCBD Staff Association since 2000, in various capacities (President, Vice-President, Secretary, Information Officer). She has been designated as the FICSA Focal Point within the SCBD SA since joining FICSA in 2002.

    Véronique has been closely involved with the Federation since 2007 in various roles, such as Regional Representative for the Americas, Member without Portfolio and Member for Field and Regional Issues.  Véronique holds a Bachelor’s degree in English literature, with a certificate in translation (from English or German or Spanish into French) from the Université Catholique de l’Ouest, in France.  Being a passionate linguist, Véronique is fluent in four languages and has developed a great interest for field-related matters at the FICSA level, in particular advocating for staff members working for the UN, but away from the Headquarters, the so-called H duty stations.

    Her versatile personality and experience help her blend very well in an international work-setting where she enjoys the company of colleagues coming from all parts of the World.

    Brett Fitzgerald has been a WIPO staff member since 1991.  Some of the WIPO staff representative roles in which he served include:  President of the WIPO Staff Association; member of the Consultative Group which reviewed all of the WIPO Staff Regulations and Rules over a period of two years; member of the WIPO Reclassification Committee; elected member on the WIPO Joint Appeals Board; member of the Geneva Local Salary Survey Committee for General Service staff; and elected participants’ representative on the WIPO Joint Staff Pension Committee, thus serving for many years on the UN Joint Staff Pension Board.

    During the most recent years Brett held several different roles in FICSA, consecutively:  FICSA General Secretary; FICSA Information Officer; and earlier this year he completed his term as FICSA President.  A couple of the major staff representation activities in which Brett was heavily involved during his tenure in FICSA was the International Civil Service Commission’s (ICSC) review of the total compensation package for staff in the Professional and higher categories; and the ICSC’s review of the post adjustment methodology and its related operational rules.

    Anthony K Ndinguri works for the International Civil Aviation Organization, Eastern and Southern Africa [ICAO-ESAF] office supporting the Administrative department team. He has been working for ICAO for the past 8 years. He is currently serving the Federation for International Civil Servant Association (FICSA) as its Regional Representative for Africa as of February 2018. He sits at the ICAO Staff Association[ISA]ExCom as a member of the General Staff Policy Committee (GSPC)] and represents General Service (GS) staff members in the Seven[7] ICAO Regional offices a position he has held since 2015. In the United Nations Office in Nairobi[UNON], he sits in Local Salary Survey Committee (LSSC) representing the Staff Associations, he is a national warden and a fire Marshall assisting the department of safety and security. Anthony has trained as a National Aviation Security Inspector. He holds a diploma in Professional Journalism and Certificates in Management, Media Studies and currently studying Diplomatic protocol. He has also undertaken a variety of other courses in topics such as Resilience, conflict analysis and resolution, integrity,  Information security, stress and change management, ethics, comprehensive salary survey, family focal point for the UN and other work related courses. His publications are to the FICSA magazine and the ISA newsletter and focus to staff representation and primarily in the Africa Region.

    Dr Rajesh Mehta MD MBBS

    Dr Rajesh Mehta is working on the FICSA Executive Committee as the Regional Representative for Asia in his second consecutive term. He is the Vice President of the WHO South-East Asia Region Staff Association at present.

    Dr Rajesh Mehta works with World Health Organization – South-East Asia Regional Office, New Delhi as the Regional Adviser-Newborn, Child and Adolescent Health since 2010. He supports 11 countries in South-East Asia in designing and implementation of these programmes.

    Before this he was at India Country Office of WHO as National Professional Officer and Coordinator for Family and Community Health. He managed WHO programmes to support the national plans in India related for maternal & reproductive health, newborn & child health, adolescent health, nutrition, gender, and nursing-midwifery.

    He has been managing Regional Birth Defects initiative and Regional initiative for improving quality of care for RMNCAH, Point of Care Continuous Quality Improvement (POCQI) and collaborative learning platform.

    He is a Pediatrician by training (completed his MD in 1983), has been a teacher and has published many scientific papers, has contributed chapters in several text books and national and international training packages. He is a Salzburg Global Fellow on Early Child Development and also a recipient of Fellow of Indian Academy of Pediatrics (FIAP).

    Alberto Fernández is an international civil servant with broad experience in project management, and conference services administration. He was been involved since 2016 in staff representation activities acting as the Vice-Chairperson and Secretary of the OPCW Staff Association covering more than 400 staff. In these functions, among other things, he actively participated in the Local Salary Survey Committee in The Hague in 2016 and monitored together with other local associations based in The Hague the issuance of survey results, he is currently also a member of the Working Group on Headquarters Agreement to review social security provisions with the host country.  Since 2012, he has been working for the Organisation for the Prohibition of Chemical Weapons in a variety of functions at the General Service level and since 2017 as a Project Assistant within the Implementation Support Branch in the International Cooperation and Assistance Division. He obtained an MSc in Public Administration from the University of Leiden and also has a BSc in International Relations from the Central University of Venezuela. Alberto speaks fluent Spanish, English, and Dutch, and has a good command of French.

    Paola Franceschelli - In 2018 I joined the FAO Union for General Service Staff (UGSS) at a difficult time for our organization and was elected as Executive Secretary. In this role, I have supported GS colleagues in various initiatives and Staff-Management meetings. Being closer to the Union’s work made me more knowledgeable and passionate about it. Participating in the FICSA Councils has provided new motivation, given the global dimension of the work that I am so interested in.

    Last February I was elected Co-Chair of the Standing Committee on Social Security. I am most interested in all matters discussed there, in particular the UN Global Mental Health Strategy and its implementation across the UN system. I joined FAO in 2004 after having worked in the financial markets for 8 years, in Rome and Paris, as money broker. I have travelled extensively, learned several languages and have been involved in political movements and NGOs.

    Since my interest in different cultures and people is predominant, I have attended a 3-year course in Counselling, which pulled together several subjects I love: anthropology, psychology, history, dance and the Arts. At the end of the course I practiced my counselling skills as a volunteer for different NGOs supporting human rights. I have spent 16 years in FAO working in the same environment related to genetic resources, first in the Secretariat of the Commission on Genetic Resources and then in the Secretariat of the International Treaty on Plant Genetic Resources for Food and Agriculture. I still enjoy these matters thoroughly because of the policy dimension that characterizes the Governing Bodies of both the International Treaty and the Commission.

    In 2003 he joined the Procurement section at UNGSC, Brindisi, Italy. As a procurement assistant he supported Peacekeeping and Special Political Missions through the purchase of goods and services in support of the UN activities in the field.

    In 2010, he achieved the CIPS Foundation Diploma in Purchasing and Supply expanding the knowledge in the area of contract management, supply chain as well as negotiation skills.  

    In 2013 he was certified as Umoja Train The Trainers and as Umoja Local Process Expert. On November 2013 he was selected to lead the Umoja Master Data Management team responsible for the maintenance of Commercial Business Partners for all UN Secretariat EntitiesIn 2017, following the round of elections he joined the LSU Executive Committee as Vice President.
