The FICSA Council elects Members of the Executive Committee and Regional Representatives, and FICSA maintains a permanent Secretariat. The Executive Committee are responsible for implementing the Federation's policies and representing the Federation, and draws up the annual programme of work, based on the decisions and recommendations adopted by Council.

FICSA Council also elects Chairs and Vice-Chairs for Standing Committees that specialize in General Service Questions, Professional Salaries and Allowances, Conditions of Service in the Field, Social Security/Occupational Health and Safety, Staff-Management Relations, Human Resources Management and Legal Questions.

    Tanya Quinn-Maguire was elected FICSA President in January 2020. A UNAIDS staff member, she has been part of the FICSA family for over 12 years, actively participating in Standing Committees at FICSA Council including HRM, GS, SMR and SOCSEC/OHS. Most recently, she served as the co-Chair of the Standing Committee on Social Security and Occupational Health and Safety (SOCSEC / OHS) for five years. Through that role Tanya was the FICSA focal-point on the UN Working Group on After-Service Health Insurance (ASHI) and has actively championed issues related to staff mental health and wellbeing in particular. She was nominated as the FICSA focal point for the UN System Strategy on Mental Health and Wellbeing and continues in this role as the FICSA representative on the MHS Implementation Board. As a staff member with UNAIDS, Tanya worked as the secretariat for the UNAIDS Secretariat Staff Association for 12 years. She is a passionate supporter of staff rights and is proud to be an international civil servant for the United Nations. She has almost twenty-five years’ experience in the UN system and is a mother to two daughters.

    Cosimo, or Mino as he is known by the staff of the UN Common System, has a strong background in international logistics and the startup and winding down of Peacekeeping Missions. 

    He is a HR Professional with specialization in international recruitment and in vetting international recruitment processes. He has extensive experience in organizational review and restructuring processes.

    He had over twenty years of staff representation experience, in various function as the President of the UNGSS Brindisi Staff Union, as well as having served as the European Representative for the Federation of International Civil Servants Associations and Coordinator for the Federation of National Staff Association.

    Prior to being elected as the General Secretary of FICSA, Mino was the Chair of the Field Standing Committee in FICSA.

    Irwan Shahrezza is an information management specialist and holds a master’s and bachelor's degree in business administration from AAGBS UiTM and UUM. Before championing the cause of international civil servants worldwide as the Information Officer in FICSA, Irwan was the Manager of World Health Organization(WHO)'s Global Service Desk based in Malaysia, providing client services to over 150 WHO offices. He held the positions of Treasurer and Compensation Officer in FICSA between 2015 to 2018. Irwan has over 20 years of experience in the field of IT, including 12 years in WHO and past experience working in diverse teams in Microsoft Asia Pacific and Telekom Malaysia. He is professionally certified in project management, IT service management, service desk management as well as Windows enterprise support.     Mrs Véronique ALLAIN is Senior Team Assistant within the UN ENVIRONMENT out-posted office, the Secretariat of the Convention on Biological Diversity (SCBD), in Montréal, Canada.  She has been working at the SCBD since 1999, with previous experience in other international organizations, i.e. the World Bank in Washington D.C., UNIDO and the French Delegation to the Conference on Security and Cooperation in Europe (CSCE, now the OSCE) in Vienna, Austria.  Véronique has been a member of the Executive Committee of the SCBD Staff Association since 2000, in various capacities (President, Vice-President, Secretary, Information Officer). She has been designated as the FICSA Focal Point within the SCBD SA since joining FICSA in 2002.

    Véronique has been closely involved with the Federation since 2007 in various roles, such as Regional Representative for the Americas, Member without Portfolio and Member for Field and Regional Issues.  Véronique holds a Bachelor’s degree in English literature, with a certificate in translation (from English or German or Spanish into French) from the Université Catholique de l’Ouest, in France.  Being a passionate linguist, Véronique is fluent in four languages and has developed a great interest for field-related matters at the FICSA level, in particular advocating for staff members working for the UN, but away from the Headquarters, the so-called H duty stations.

    Her versatile personality and experience help her blend very well in an international work-setting where she enjoys the company of colleagues coming from all parts of the World.

    Line Kaspersen was elected as one of two members on Compensation Issues during the virtual FICSA Council of February 2021. She has been an active member of the Association of Professionals in FAO, the organization which she represents, for about three years, and been active in the Standing Committee on Field Issues for one year, after she was elected a vice chair for the committee during the first FICSA council she participated in, in London, February 2020. In particular, she has championed issues related to field duty stations as well as those of the conditions of service for all categories of UN staff, including professional, general service, national and consultants. She is an economist by training and specialized in the agricultural field and in areas of public sector strengthening. She is honored to have been part of the UN civil servants corps for 10 years, first in IFAD and then in FAO; and looks forward to taking on this important task of service to the FICSA member associations. She is currently based in Kampala, Uganda; is married and has two young children.

    Oleksandr Martynenko has been with WHO since 2015, working at country and headquarters levels. In 2017-2019, Oleksandr served as a member of EURSA Staff Committee advocating for interests and career opportunities for locally recruited staff members. During 2019-2021 Oleksandr worked in Geneva where he participated in the work of HQ staff association. Since January 2022, Oleksandr leads WHO office in Pristina.

    Oleksandr’s motivation to join the FICSA Executive Committee team is driven by the commitment to continue advocating for the improvement and safeguarding of staff working conditions, whereby all staff – regardless of their grade, position or duty station – enjoy respectful and safe working environment.  Oleksandr is a firm believer that changes occur not from wanting them but from making them happen – and he is determined to work with fellow colleagues to make UN Common System a better place to be.

    Benito Koubemba is the General Secretary of the World Health Organization Regional office for Africa (WHO/AFRO) Staff Association (ASA) in Brazzaville, Republic of Congo

    Benito is a statistician.

    He joined WHO in 2010.

    He works as a data management officer within the Universal Health Coverage/ Life Course (ULC) cluster and under the Health Information Systems (HIS) unit.

    As member of HIS, Benito oversees technical support to the AFRO member states for the implementation of health facilities assessments such as the Harmonized Health Facility Assessment (HHFA), the Service Availability and Readiness Assessment (SARA), the Data Quality review (DQR), the Quality Of Care (QoC) and the Frontline Readiness Assessment (FRA) surveys. He is particularly in charge of the adaptation of the standards paper and electronic data collection tools to country context, training of trainers, supervisors, team leaders, data collectors, data managers, data analysts and report writers.

    Wadzanai Valerie Garwe is a mother of 2, an author, an HIV and mental health activist, an executive coach, a mentor, a long-term survivor of HIV (30 years) and a firm believer in the power of economic

    empowerment. The name Wadzanai means reconcile, or live in harmony, in Shona.

    Wadzanai was born in Zimbabwe where she did all her primary and high school education, and she did her undergraduate and postgraduate degrees in the United States. Professionally, Wadzanai is an economist, who studied finance and community economic development. She works in International Development, has run a freelance development consulting business, a family agricultural concern of 180 hectares, and is a coach and mentor, centering her coaching on workplace toxicity. She started a Trust Organisation, Edmund Garwe Trust, in memory of her late father who believed that education was the means to financial, mental and physical freedom.

    The Trust provides scholarships to child headed households, especially those whose parents died of AIDS (Mukondombera). The Trust is also writing a book called Beyond and Behind the Faces of HIV and AIDs which is available on amazon kindle. She is a co-facilitator of a platform called ‘African Conversations with Self’ (ACwS) that is collecting a video and audio anthology of lived experiences of post-colonial Africa. She believes in the power of conversations and the power of lived experiences. She has lived and worked in many places, and her passion is to ensure that she lives her best life, and contributes towards making the amazing world we live in a wondrous adventure of growth and self- discovery. Wadzanai currently lives in Italy.
