We are saddened by the news of the demise of Mr. Wolfgang Stoeckl, a Commissioner of the International Civil Service Commission since 2006.
Mr Stoeckl was the Vice-Chairman of the Commission and Chair of the Advisory Committee on Post Adjustment Questions.
During all those years, Mr Stoeckl showed his keen competent and dedicated to the ICSC and its goals.
On behalf of the Federation and all its members, we convey our most sincere condolences to the family, friends and colleagues of Mr. Stoeckl.
May he rest in peace.
We have the sad duty to inform you of the loss of our dear friend and colleague, Maria Dweggah, who passed away peacefully this morning with her loved ones by her side following a period of ill-health.
Many of you will know Maria either in person or by reputation. She worked tirelessly for staff rights and was a treasured member of the FICSA family throughout. Following her many years of service as the President of the WHO/HQ Staff Association, Maria was elected FICSA General Secretary in 2003. She remained a tireless FICSA advocate as part of the FICSA Executive Committee, including as Acting General Secretary and FICSA Information Officer.
Even in her “retirement”, Maria strove endlessly to promote recognition of the work of the Federation and to defend staff interests, delivering training courses to our members, and always ready to assist FICSA members when needed, without fanfare or need for recognition, always putting the needs of others before her own. She supported countless numbers of individual staff members in preparation of legal appeals to the ILOAT and UNAT, winning many more cases than she lost and ensuring that her wisdom is enshrined in the jurisprudence of both Tribunals for the benefit of generations of UN staff members to come.
Besides her remarkable knowledge and experience in staff matters, she will be remembered for her great sense of humour, her generous, kind and gentle personality and her humanity.
Maria will be remembered by many of us as an inspiration and a mentor; we would not be here without her. We mourn her passing and convey the Federation’s sincere condolences to Maria’s family and friends.

Passing of Commissioner Oti Boateng We are saddened by the news of the demise of Mr. Emmanuel Oti Boateng, a former member of the International Civil Service Commission who passed away in August 2021. Mr Boateng was one of the most competent and dedicated ICSC Commissioners. He was open to listen to the issues raised by the staff and was also a good supporter of FICSA's activities. Mr. Boateng wore many “hats”; he was a traditional ruler being a member of the royal family of the Juaben and Ashanti tribes of Ghana. He was a Statistician, Professor and Author, to name a few. FICSA will remember his warm hospitality on the occasion of the Accra training event a few years ago, when he invited all participants to his royal mansion. May he rest in peace. |
Passing of Mr Subhash Gupta It is with great sadness that we communicate the passing of Mr. Subhash Gupta, the former Director, Division for Management Services (DMS). He passed away on 15 September morning. Subhash devoted much of his career to the UN System, having worked at UNFPA as Director, DMS from 2001 until his retirement in August 2016, and then supported the Comprehensive Resources Review from 2017 - 2019. He had also taken up the post of Director of Finance with the Pacific Community in Noumea, New Caledonia. Prior to joining UNFPA in 2001, Subhash served as the Comptroller of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). His ten years of work within UNRWA included assignments in Amman, Beirut, Damascus, Gaza and Vienna. He has been a steady and active presence in the FBN and the HLCM for many years. A generous and constructive colleague, with the authority and leadership that came from his deep knowledge of the inside-outs of financial management and of the operational needs and challenges of the UN system. Subhash is survived by his wife Mamta, their two sons, Nitin and Rohit. He was also a proud grandparent. |
