2020 - Report of the Standing Committee on GSQ - FICSA/C/73/GSQ/R.1

FICSA Standing Committee on General Service Questions advise the Executive Committee on:

  • Salary survey methodology: including the technical analysis and development of the best method to capture and analyze information about the local salary market
  • Workshops: including training in using the survey methodology and how best to participate in a local salary survey committee (LSSC)
  • Salary levels: including the defence and protection of salaries for all categories of staff in all duty stations
  • Review of the pay and benefits system: including participation in all discussions, recommendations and decisions on every aspect of pay and benefits
  • Training: including workshops on place-to-place surveys, Professional salaries, GS salary survey methodology, job classification and post adjustment

Advising on best practices

Appointment and promotion procedures

Exchanging information on appointment and promotion procedures and the participation of staff representatives on appointment and promotion boards

Performance management

Participating in the development of performance management and performance appraisal tools

Career development

Working towards the implementation of a holistic approach to individual career advancement

Leave provisions

Monitoring and identifying best practices

Separation and termination policies

Monitoring and identifying best practices and ensuring that termination policies are fully respected

Working hours, holidays - flexi-time

Exchanging information to identify best practices - advocating for the implementation of flexi-time policies system-wide

Mobility policies and procedures

Participating in the development of interagency and intra-agency mobility policies and safeguards against abuse

Outsourcing

Identifying the impact of outsourcing on the organizations and their staff

Training

Providing training to members on HR initiatives and trends, and monitoring the availability of training provided by the organizations; advocating that at least 2% of staffing budgets be allocated for training

Ethics

Ethics including Codes of Ethics and Standards of Conduct

Whistle-blowing

Whistle-blowing including strengthening protections for whistle-blowers and developing a model policy
