FICSA Opening Statement to the 91st ICSC Session
|
Update from the 91st Session of the International Civil Service Commission (ICSC).
The FICSA delegation comprising of the FICSA President Tanya Quinn-Maguire, General Secretary Cosimo Melpignano and two Members for Compensation, Pilar Vidal and Line Kaspersen.attended the virtual session from 3-7 May, Three main topics were on the agenda: - discussion of recommendations made by the Advisory Committee on Post Adjustment Questions (ACPAQ) in mid March
- the review of Local Salary Survey methodology
- the review of the jurisdictional set up of the UN common system.
FICSA President Tanya Quinn-Maguire delivered her opening statement, calling on the members of the commission to weight into their decisions the impact of the pandemic on staff across the common system: “We have a collective obligation to show duty of care towards all UN staff, ensure that the United Nations common system is seen to be “walking the talk” and that the UN workplace can serve as an example of how to build back better and ensure decent work and conditions of service for our staff, while consistently putting the mental health and wellbeing of staff at the centre of all deliberations.”

FICSA was formed 69 years ago by a group of Chairs / Presidents / Leaders of Staff Associations and Unions in the United Nations Common System, who believed in co-oordinating their work in the inter-agency setting throughout the system, pooling of resources and keeping each other informed.
Today, the same spirit of teamwork and co-operation is within our DNA, as international civil servants unite to face the future of work and its challenges.
On 21st of April, FICSA held a briefing to all its Members Staff Association & Union Chairs / Presidents / Leaders on the latest news, followed by an interactive discussion on their priorities
Agenda Items discussed: - Post ACPAQ Debrief by Tanya and Imed
- Post HLCM Debrief by Cosimo Mino Melpignano
- FICSA Training / Workshop Process Flow by Irwan
Some of main priorities of FICSA members includes: - Flexible working arrangements
- Mental Health, burnout and stress
- Healthy working environment, staff engagement and well-being
- Promoting and building positive relationship towards constructive dialogue and meaningful consultation with the organization
- Staff Rules and Regulations (changes in policy, change management, etc.)
- Better Communications throughout the Organization
- Supporting staff during the pandemic & keeping staff connected
- Recruitment and Career Development, including the use of non-staff contracts
- Tackling Harassment, Bullying, Abuse of Power and Retaliation
- Building back better & Future of Work
- Strengthening the internal justice system
- Memoranda of understanding/recognition agreement
- Other HR policies such as Mobility and Rotation, Performance Management, Salary Surveys and Cost of Living Surveys
